Sin el-fil: Free Patriotic Movement (FPM) leader, MP Gebran Bassil, delivered a significant address at the closing ceremony of the "Municipal and Mayoral Action" Conference held at the Habtoor Hotel. In his speech, Bassil discussed crucial topics including the results of recent municipal elections, the role and powers of municipalities, the municipal empowerment law, expanded administrative decentralization, and the issue of Syrian displacement.
According to National News Agency - Lebanon, Bassil emphasized that the Free Patriotic Movement approached the municipal elections with a focus on local and familial characteristics, avoiding political confrontations. He highlighted that municipalities should serve as centers for development rather than political conflict. Bassil presented the election outcomes, underscoring the significant presence of the FPM and its commitment to serving people without discrimination, focusing on town development instead of political disputes.
Bassil pointed to Article 74 of the Municipalities Law, which outlines the extensive powers of mayors, urging them to exercise these powers justly and legally, particularly concerning Syrian displacement and development efforts. Addressing administrative decentralization, Bassil emphasized its importance as a cornerstone of the Taif Agreement, advocating for elected local councils with independent budgets to enhance regional development and manage public services effectively.
He expressed concerns that decentralization is hindered by a central system wary of losing control over public affairs, using the Independent Municipal Fund as an example of political manipulation. Bassil reiterated the FPM's belief in Lebanon's unity and balanced development, advocating for broad administrative decentralization as the path to reform and improved state management.
On the Syrian displacement issue, Bassil stressed the movement's focus on national interests and the threat to Lebanese identity. He urged municipalities and local leaders to protect Lebanese identity amidst challenges posed by emigration and external conspiracies. Concluding his address, Bassil thanked the event organizers and extended special gratitude to President General Michel Aoun for his role in preserving Lebanese identity.
