EU Council Moves Forward on Easing Cross-Border Issues

BRUSSELS: Ambassadors from European Union member states agreed on a negotiating mandate for a new regulation aimed at facilitating cross-border solutions, marking a significant step toward enhancing cooperation across borders in the region. The regulation seeks to address challenges such as infrastructure development and the operation of cross-border public services, which have been longstanding issues in cross-border regions. According to Kuwait News Agency, the Council of Europe highlighted in a press release that the proposed regulation will establish cross-border coordination points within member states. These points will manage cross-border files by either engaging directly with initiators on behalf of the competent authority or by assessing the files themselves. This initiative aims to streamline processes and improve the efficiency of cross-border interactions. Member states that opt to establish these coordination points will have the autonomy to determine the methods for resolving cross-border obst acles. For those unwilling to set up such points, their obligations will remain limited, offering flexibility in compliance with the regulation. The initiative is rooted in a proposal from May 2018 when the European Commission suggested a regulation to address legal and administrative barriers in cross-border contexts. However, discussions were previously stalled due to concerns about compliance with subsidiarity and proportionality principles. This development occurs amid heightened attention to migration and border protection within the EU, with member states increasingly prioritizing new legislation to bolster Europe's security and border integrity.
