Kuwait Launches 55 Policies to Propel National Development Under 2035 Vision

Kuwait city: Kuwait has unveiled a sweeping development blueprint featuring 55 comprehensive policies designed to advance its national development, as part of its Vision 2035. The current phase of this blueprint includes the implementation of 35 development policies supported by 130 projects for the years 2023-2024. According to Kuwait News Agency, the General Secretariat of the Supreme Council for Planning and Development (SCPD) has released an annual plan follow-up report highlighting major initiatives. These include the establishment of an international economic zone governed independently and regulated to enhance operational efficiencies. The blueprint also emphasizes privatization, particularly within the North Shuaiba Power Station project, which currently reports a 51 percent completion rate. This privatization effort is aimed at transitioning state functions from direct management to regulatory roles, thus enhancing private sector engagement and economic efficiency. Significant progress has been no ted in promoting a dynamic private sector, with five policies already implemented. These policies support 17 development projects across nine state agencies, focusing on developing large, efficient productive economies. One standout project is the Al-Zour refinery project by the Kuwait Petroleum Corporation, nearly completed at 99.9 percent. The healthcare sector is also a primary focus, with ten policies aimed at enhancing medical services and integrating modern treatment technologies. This includes the completion of a new maternity hospital and several ongoing projects. Additionally, the development plan includes initiatives aimed at creating eco-friendly communities and supporting community health and welfare. Projects under these initiatives focus on increasing renewable energy production, enhancing waste recycling systems, and improving public health services, particularly for youth and drug prevention programs. The SCPD report outlines the structure of Kuwait's national development plan, which is bui lt around seven pillars: creating a sustainable diversified economy, an effective civil service, a sustainable living environment, developed infrastructure, high-quality healthcare, creative human capital, and enhanced global positioning. Kuwait's Vision 2035 aims to transform the country into a regional and international financial and trade hub, increasing its attractiveness to investors and enhancing the private sector's role in leading the economy towards greater competitive and productive efficiency. The government recognizes the need for a clear, ambitious, and objective development plan, especially in the context of the complex global landscape. This comprehensive approach ensures the alignment of national resources with strategic development goals for both the short-term and long-term future.
