Beirut: Minister of Information, Attorney Dr. Paul Morcos, underscored the importance of free expression in political discourse during the launch of the British Council's "Youth Connections" Program. He highlighted that disagreements should be respectful and devoid of insults, asserting that sound arguments do not require undermining others' rights and freedoms.
According to National News Agency - Lebanon, Morcos made these remarks at the Chill Lounge in Beirut Souks, where the "Youth Connections" Program was introduced. The initiative, a collaboration between DOT Lebanon and the British Council, aims to enhance digital peacebuilding by empowering youth with skills and knowledge for responsible digital engagement and combating misinformation.
Morcos expressed concern over the rise of hate speech, characterized by language that jeopardizes dignity and freedoms while attacking familial and religious practices. He noted that such rhetoric crosses the boundaries of legitimate freedom of opinion and expression, infringing on others' rights.
The Minister pointed out that while hate speech is a global issue, its implications are severe in conflict-ridden societies like Lebanon. He warned that the country's diversity could, instead of fostering dialogue, lead to division and instability, posing security threats comparable to war.
To tackle these challenges, the Information Ministry has implemented a dual-track approach targeting both hate speech and disinformation. Morcos emphasized that a coordinated, multifaceted strategy is necessary for effective progress.
He mentioned the ongoing discussions around a draft media law, which for the first time, proposes clear measures against hate speech in Lebanese legislation. This bill has attracted diverse feedback, requiring Parliament to balance differing perspectives to finalize an effective law.
Morcos also highlighted the Ministry's awareness campaigns promoting respectful discourse across social and traditional media. These initiatives, in partnership with organizations like UNESCO and UNICEF, aim to uphold mutual respect, human dignity, and freedom rights, fostering responsible public communication.
