Biden underscored his belief that Russian President Vladimir Putin's strategies will ultimately "fail," asserting his confidence in Ukraine's eventual "victory." The visit was marked by a ceremonial exchange, where German President Frank-Walter Steinmeier awarded President Biden the Order of Merit, G ermany's highest distinction.
