Specialists call for the necessity of embodying the concept of civil peace within Palestinian society

Participants in a meeting of the International Organization for Supporting the Rights of the Palestinian People (Hashd) stressed the necessity of working collectively through institutions, bodies, and youth and civil society associations to embody the concept of civil peace within Palestinian society, spread the culture of love and tolerance, and enhance the concept of partnership based on respect for others and work to Strengthening the role of youth and cultural institutions in embodying the concept of civil peace within society.

The participants touched on the importance of forming youth social movements to confront all attempts that attempt to split the Palestinian national ranks and the social fabric and embody the culture of violence within society, stressing the need to hold more meetings, seminars and periodic workshops for young people in order to strengthen the concept of civil peace and tolerance within society.

The meeting was held by the International Commission for Supporting the Rights of the Palestinian People (Hashd), entitled: “Civil Peace in Palestine,” in the presence and participation of a number of representatives of civil society institutions, youth activists, and those interested.

The meeting was opened by Dr. Salah Abdel Ati, President of the International Mobilization Forces, welcomed the attendees, stressing that adhering to civil peace means adhering to strengthening the steadfastness of citizens and enforcing the law.

He pointed out that the continued manifestations of violence, chaos, the taking of the law into the hands, the misuse of firearms, and the high number of victims constitute a violation of the rule of law that will undoubtedly lead to further disruption of the social fabric and civil peace.

He added: “If the division that caused national disasters continues, we are still witnessing its repercussions, and the collapse of justice has not ended, in addition to the failure to implement societal reconciliation until this moment. Hardly a day goes by without there being a dead person, whether in the West Bank or the Gaza Strip, in addition to crimes.” In areas 48, the occupation is not far from these crimes.”

Abdel Ati called for the need to look responsibly into the causes that lead to such events that threaten the personal security of citizens, as well as the peace and internal security of society, and to work to reduce family quarrels and manifestations of the rule of law, calling for measures to be taken to prevent the spread and misuse of firearms, and to limit their use to the public. Before those charged with law enforcement, work to take all measures to promote social peace and protect society from crime and chaos.

For her part, Dr. confirmed. Maryam Abu Daqqa, member of the Political Bureau of the Popular Front for the Liberation of Palestine, said that the Palestinian people fell into the disaster of the Oslo Accord, which left many calamities, noting that the Israeli occupation has its goals from the Oslo Accord, as the occupation’s current bold statements prove this, that there is no Palestinian state. Abu Daqqa explained that the American administration had a major role in the Middle East through the Deal of the Century, pointing out that the Oslo Agreement was a prelude to this deal.

She added, "We in the resistance have the right to receive all support from our friends," pointing out that the first Nakba is the Palestinian division.

Abu Daqqa pointed out that the killing of the three children from the Baalousha family in Gaza City was the beginning of a violation of civil peace in Palestinian society, noting at the same time that those who do not want to end the division want the occupation to remain.

She explained that the crimes taking place in the Palestinian territories occupied in 1948 are part of the Israeli occupation plan, stressing the need to restore respect to the Palestinian national project and rebuild the Palestine Liberation Organization with everyone’s participation.

Abu Daqqa stressed the necessity of holding comprehensive elections, whether legislative, presidential, or the National Council, as well as at the municipal level, and the occupation’s permission must not be taken in order to hold elections.

She stressed that what is happening in the PLO is unique to it, and therefore its luster must be restored again, stressing the necessity of escalating resistance in all its forms, as the strength of the Palestinian people lies in their unity, as the joint operations room is the best evidence of the unity of resistance between the factions.

Abu Daqqa held both sides of the division fully responsible for the increasing youth migration from the Gaza Strip, pointing out that these Palestinian youth did not find dignity in their country, as the phenomenon of migration was sought by the Israeli occupation government.

In turn, A. confirmed Tayseer Al-Ziri, Secretary of the National Democratic Movement, said that the Palestinian division is only a geographical division, but the will must be one to get rid of the occupation and internal division, and at the same time civil peace works to identify common denominators to reach a specific base.

He added: "Although there is class disparity in society, there is a major disagreement, and confronting the enemy must take precedence, as the Palestine Liberation Organization and the Palestinian National Assembly since 1967 took positive steps for confrontation, and after that a state of consensus was reached, explaining that the Oslo Accords Make there a common political denominator among all segments of Palestinian society.

Al-Ziri pointed out that the post-Oslo Palestinian experience constituted a state of divorce between the two sides of the division, and the Palestinian factions entered the 2006 elections, but this experience did not reach a sufficient extent. He pointed out that the person responsible for the division is one thing, and the decision is another thing, as the party that lost legitimacy in the Legislative Council is the cause of the Palestinian division.

He explained that there are many crimes that have prevailed in Palestinian society from the beginning of the division until the present moment, stressing the need to search for what unites the Palestinian people.

He said: “There are many ways to get rid of the state of division, and we must strive for comprehensive elections,” calling for holding mainly legislative, presidential and National Council elections, as this is considered an entry point for political participation.

He noted that the way out of the current Palestinian situation is to return to comprehensive and fair elections, as it is not possible to confront the occupation in light of the Palestinian division.

As I spoke, A. Alaa Daoud is a researcher and member of the Authority’s Youth Dialogue Forum on youth and their role in enhancing social security and increasing society’s ability to face internal and external challenges, focusing on the reasons for the shortcomings in the role of youth.

It also reviewed the reasons that threaten civil peace and social cohesion in Palestine, noting that not a day goes by without the outbreak of internal violence, which sometimes amounts to murder, theft and quarrels. It has become murder, attempted murder, assault, burning of shops, houses, cars and property, defamation, blackmail, slander and slander. , kidnapping, extortion, political detention, violation of rights and freedoms, and the dominance of a culture of violence in thinking and practice, so that the culture of violence becomes a feature of social relations. On the other hand, we notice a serious decline in the rule of law, dialogue, solidarity, interdependence, and tolerance, at the expense of the law of the jungle, private interests, factionalism, tribal fanaticism, and the mentality of revenge and vengeance.

She emphasized that the deteriorating economic situation, extremist religious discourse, inherited laws (legal deficiency), administrative and financial corruption, decline in values, moral and ethical crisis, decline in the role of the national movement, and the media’s use of terms alien to Palestinian society are related to treason, infidelity, conspiracy, division, and hatred. Exclusion, the emergence of social media, the lack of governmental and civil policies to confront the causes and factors that led to endangering civil peace, the spread of weapons, the lack of the rule of law, discrimination based on place of residence and geography, or political and organizational affiliation, and the inability of the authority to reach areas (C). The escape of the accused to the occupying state or Area C, and the reluctance of the Palestinian judiciary to resolve many disputes, all of which led to endangering civil peace.

Dawoud pointed out that this mixture led to the production of a divided and turbulent society, without a national agenda or priorities, as a rude and merciless reflection of the political system’s labyrinth in defining its functional identity, as political division, the struggle for power, the absence of agreement on a national program and a comprehensive struggle strategy, and the absence of unified leadership led to It disrupts the foundations of democracy, human rights, the rule of law, and the separation of powers, and weakens the people’s ability to withstand the crimes of the Israeli occupation.

She explained that this requires strengthening the rule of law, and promoting the values of understanding, solidarity, social peace, tolerance and non-violence between individuals and between political, social and religious groups, and this matter requires a firm political decision issued by the political leadership to protect freedoms and enhance the path of political participation, elections and the transition to democracy through dialogue, pluralism, transparency and accountability. elections, and respect for human rights.

She concluded her speech by emphasizing the need to clarify the cost and dangers of the absence of the pillars of civil peace, human and societal security in relation to our Palestinian cause, the entity of our society and the interests of our children, and considering national unity, commitment to the rule of law, tolerance and service to citizens as the covenant of coexistence
