UAE Government Enacts New Federal Decree-Law on Traffic Regulation

ABU DHABI: The UAE Government has issued a new federal decree-law on traffic regulation, marking a significant update to its legislative and legal framework in the transportation sector. This move is aimed at aligning with the global advancements in transportation by revising vehicle classifications and integrating modern road technologies, particularly in the realm of self-driving vehicles and electric cars. According to Emirates News Agency, the decree-law emphasizes the importance of adopting advanced tech solutions to enhance the UAE's sophisticated road network. It outlines that a cabinet resolution will specify the requirements and procedures for inspecting, licensing, and renewing licenses of self-driving cars, as well as mechanisms for trialing new vehicle technologies. The decree-law introduces the use of new technologies to ensure road safety and impose fines for violations. It mandates the establishment of online and smart programs for obtaining licenses and permits, which will be governed by the Minister of Interior or the relevant licensing authority in each emirate. Additionally, the formation of a "Federal Traffic Council" is included, with its roles and operations to be defined by a Cabinet resolution. The law also sets forth detailed regulations for road usage and driving licenses. It prohibits pedestrians from crossing roads with speed limits of 80 kilometers per hour and forbids stopping vehicles on roads for repairs. The issuance of driving licenses requires individuals to be at least 17 years old, and driving trainers must be authorized by the licensing authority. Substantial vehicle modifications are regulated, and insurance policies must fully cover civil liabilities arising from accidents. Deterrent penalties are a key aspect of the decree-law, with a Cabinet resolution to determine fines and punishments for violations. Severe offenses, such as driving under the influence of alcohol or narcotics, carry penalties including imprisonment and fines ranging from AED20,000 to AED200,000. Othe r violations, such as driving with a suspended license or fleeing an accident scene, also incur significant penalties. The decree-law imposes imprisonment and fines for causing death through vehicular negligence, with harsher penalties for incidents under aggravating circumstances. Pedestrians crossing roads improperly, resulting in accidents, face imprisonment and fines as well.
