Japan PM vows USD 5 mil. aid for Ukraine dam collapse

Japanese Prime Minister Fumio Kishida told Ukrainian President Volodymyr Zelenskyy on Friday that Japan will provide USD 5 million in emergency humanitarian aid in the wake of flooding triggered by the destruction of the Nova Kakhovka dam, the Prime Minister's office said.

During their 30-minute telephone talks, Kishida expressed sympathy and solidarity with the Ukrainian people over the incident, the premier's office said, adding that the aid will be provided to victims of the dam collapse through an international organization.

Kishida strongly condemned Russia for its aggression against Ukraine, saying that the damage to civilian facilities, including power plants, is absolutely unjustifiable. Zelenskyy voiced his gratitude for Japan's support, and briefed Kishida on the impact of the dam destruction, according to the office.

Japan has offered financial support to Ukraine, along with humanitarian and medical supplies as well as defense equipment such as protective masks and suits, helmets and vehicles. But Tokyo is unable to give weapons to Ukraine as its postwar pacifist Constitution effectively bans the nation to provide military arms to foreign forces.
