KUWAIT CITY: His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah has issued a decree appointing Jalal Abdulmuhsen Al-Tabtabei as the Minister of Education and Tareq Sulieman Ahmad Al-Roumi as the Minister of Oil.
