Beirut: The media sector in Lebanon is set for significant reform as a joint press release issued by the Ministry of Information and UNESCO Regional Office in Beirut announced the launch of the national media campaign #Heik_MnKammel. This campaign aims to raise awareness and foster dialogue about the future of media in Lebanon, with the goal of ensuring Parliament's approval of the proposed new media law. The existing legal framework, governed by the 1962 Publications Law and the 1994 Audiovisual Media Law, is set to be replaced by a draft law developed through a participatory process involving various stakeholders.
According to National News Agency - Lebanon, the draft law introduces key reforms, including establishing a clear framework for licensing broadcasters and enhancing the independence of a media regulatory body. It also proposes mechanisms to support professional standards, journalist protection, ethical journalism, and accountability. His Excellency the Minister of Information, Dr. Paul Morcos, expressed gratitude towards the Administration and Justice Parliamentary Committee for its efforts in passing the draft law. Dr. Morcos emphasized the principles of independence for the National Media Authority, prohibition of pretrial detention for journalists, and the promotion of freedom of opinion and investigative journalism.
Paolo Fontani, Director of UNESCO Regional Office in Beirut, underscored the importance of media law reform in Lebanon as part of UNESCO's mission to promote freedom of expression and ensure access to information. Fontani highlighted the encouraging consensus surrounding the need for a modern media law tailored to Lebanon's realities. He expressed hope that Parliament would prioritize the adoption of the new Media Law, aligning with the objectives of the Partnership Charter signed between the Lebanese Parliament and the United Nations Country Team in June 2022.
The campaign reflects the commitment of both the Ministry of Information and UNESCO to support a strong, independent, and professional media sector in Lebanon. Through #Heik_MnKammel, they aim to keep citizens informed about the law's developments and strengthen the media ecosystem in the country.
