U.S. Special Envoy to Libya Ambassador Richard Norland said that he agreed with the Governor of the Central Bank of Libya (CBL), Al-Siddiq El-Kabeer, that Libya needs a unified budget to bring accountability and transparency to public spending and to help the CBL protect the dinar against further depreciation on the parallel market, especially in light of reports that imported counterfeit currency is being used to buy dollars and euros. According to a tweet by the U.S. Embassy, the agreement between Norland and El-Kabeer came during their meeting yesterday in Tripoli in the presence of the Chargé d'Affaires of the U.S. Embassy, Berndt.
