DOHA: Sheikh Tamim bin Hamad Al-Thani, the Amir of Qatar, announced that the Cabinet has finalized draft constitutional and legislative amendments, which will be put to a popular referendum following approval by the Shura Council. This declaration was made during his speech at the inauguration of the fourth ordinary session of the first legislative term of the Shura Council, marking its 53rd annual session. According to Kuwait News Agency, the Amir directed that the draft amendments, which include a return to the system for appointing members of the Shura Council, be referred to the council for necessary action. Following this, the Council of Ministers will review the amendments as per the constitutional provisions. Sheikh Tamim emphasized the importance of citizen participation in the upcoming referendum. In his comprehensive address, the Amir also highlighted Qatar's environmental commitments, mentioning the launch of the first sovereign green financing framework in the region and the subsequent issuance of government green bonds in global debt markets. Focusing on regional diplomatic relations, Sheikh Tamim reiterated Qatar's prioritization of the Palestinian cause, urging the international community to end the ongoing Israeli occupation aggression. He reported successful efforts in reaching a truce agreement last November, which involved intensive negotiations with international partners to facilitate aid to Palestinians and the release of prisoners and detainees. Addressing the situation in Lebanon, the Amir condemned the airstrikes and military operations by Israeli forces, which resulted in significant civilian casualties and displacement. He advocated for the cessation of the Gaza conflict as a means to de-escalate tensions on the Lebanese border and called for adherence to international resolutions, including Security Council Resolution 1701. On domestic matters, Sheikh Tamim provided an economic update, noting a growth in Qatar's GDP by 1.2% in 2023, supported by both hydrocarbon and non-hydrocarbo n sectors. He relayed International Monetary Fund predictions of a continued economic growth and a stabilizing inflation rate in the coming years. Additionally, he highlighted efforts to reduce public debt and bolster financial reserves, along with support for the private sector, including agriculture and real estate development initiatives.
