According to National News Agency – Lebanon, the framework clearly separates responsibilities: school principals oversee building maintenance, logistics, and infrastructure, while Social Affairs field teams manage displaced persons’ affairs, daily life inside shelters, aid distribution, protection services, and psychosocial support.

Any structural modifications require prior approval from the Education Ministry. Regular coordination meetings and unified reporting channels will be established.

The mechanism aims to prevent overlap in authority, protect public school facilities, ensure professional shelter management, enhance accountability, and improve living conditions while preserving human dignity.
