UN and UNIFIL Call for Compliance with Ceasefire by Israel and Lebanon

Beirut: United Nations Special Coordinator for Lebanon Jeanine Hennis-Plasschaert and UNIFIL Head of Mission and Force Commander Lt. Gen. Aroldo L¡zaro issued a joint statement emphasizing the importance of adhering to the ceasefire agreement in south Lebanon. "Much has changed in Lebanon since the Cessation of Hostilities Understanding came into force in the early hours of 27 November 2024," they noted.

According to National News Agency - Lebanon, the joint statement highlighted that violence has significantly decreased, allowing hundreds of thousands of people to return to their towns and villages in southern Lebanon. The Lebanese Armed Forces (LAF), with support from UNIFIL, have made strides in deploying to positions vacated by the Israel Defense Forces (IDF), restoring services, and facilitating humanitarian access to the communities most affected by the conflict.

The statement acknowledges the ongoing government formation process, following the election of a president and designation of a prime minister, as a critical step in building trust between Lebanese citizens and the State. These developments are seen as positive for extending state authority over all Lebanese territory and for the nation's recovery, reconstruction, and growth.

However, the statement also points out the failure to meet the timelines envisaged in the November Understanding. It warns of unsafe conditions for citizens returning to villages along the Blue Line and notes that displaced communities continue to face challenges in their recovery and reconstruction efforts. Daily violations of United Nations Security Council resolution 1701 (2006) are also a concern.

The statement underscores that compliance with the November Understanding and full implementation of resolution 1701 are essential for closing the recent chapter of conflict and opening a new one marked by security, stability, and prosperity on both sides of the Blue Line. The United Nations remains committed to engaging all actors to achieve these objectives and stands ready to support actions consistent with resolution 1701.

With significant stakes for both Lebanon and Israel, the statement calls for an urgent recommitment from all parties involved.
