Brussels: The European Union and Lebanon convened the ninth EU-Lebanon Association Council meeting in Brussels, focusing on the enhancement of their bilateral partnership under the Association Agreement and partnership priorities. Both parties reiterated their dedication to strengthening relations and supporting Lebanon's democratic institutions and reforms.
According to National News Agency - Lebanon, the EU expressed robust support for the reforms initiated by President Joseph Aoun, Prime Minister Nawaf Salam, and the newly formed Lebanese government. Emphasis was placed on reinforcing Lebanon's state sovereignty and implementing measures to ensure the state holds the monopoly on the use of force. This includes the disarmament of non-state armed groups such as Hezbollah and Palestinian groups, aligning with UN Security Council resolutions.
The meeting also addressed violations of the November 2024 ceasefire by the Israel Defence Forces, particularly targeting UNIFIL personnel, civilians, and infrastructure. Both sides urged Israel to withdraw from Lebanese territory and adhere to international humanitarian law.
The EU's commitment to Lebanon's security was highlighted, with support extended to key institutions like the Lebanese Armed Forces and Internal Security Forces. Both sides agreed to further support the Lebanese security sector through various EU tools, including the European Peace Facility and NDICI programs.
Discussions covered Lebanon's political and socio-economic landscape, with the EU commending Lebanon's progress in stabilizing its economy and improving public services. Urgent comprehensive reforms in governance, rule of law, and public finance management were recognized as essential for stability and economic recovery.
Lebanon emphasized the importance of holding general elections according to the announced timetable to ensure democratic accountability. An invitation was extended to the EU to deploy an Election Observation Mission.
The refugee crisis was a key topic, with the EU acknowledging Lebanon's challenges in hosting a large refugee population. Continued assistance was pledged to vulnerable groups, with a commitment to facilitating the voluntary and dignified return of refugees to Syria in accordance with international law.
Regional and international developments were also discussed, with a focus on the Israeli-Palestinian conflict and Lebanon's relations with Syria. The EU and Lebanon expressed their commitment to a two-state solution and stressed the importance of humanitarian access and civilian protection in Gaza.
The meeting concluded with both sides expressing their willingness to modernize the Association Agreement and explore further strengthening their bilateral relations, potentially developing them into a Strategic and Comprehensive Partnership. The meeting was co-chaired by High Representative Kaja Kallas and Minister of Foreign Affairs Youssef Raggi, with participation from EU officials and ministers, reaffirming the commitment to a stable and prosperous Lebanon.
